Under general direction, oversees the day-to-day operations of City of Clovis/Curry County’s Emergency Management Program; Coordinate the development of comprehensive Emergency Management plans for the effective employment of City, County as well as public and private properties from the effects of natural and human caused disasters or events; performs other administrative support functions as directed by the City Manager or Assistant City Manager. Coordinates resources to protect the lives and health of the citizens of Clovis and Curry County; develops plans and training for effective deployment of resources during emergencies or disasters.
**This position has been classified as a safety sensitive position and is subject to our drug testing policy to include pre-employment, random, reasonable suspicion and post-accident for the following prohibited substances: marijuana, amphetamines, opioids, phencyclidine (PCP), and cocaine, as well as any drug not approved for medical use by the U.S. Drug Enforcement Administration or the U.S. Food and Drug Administration.**
Typical Duties
- Keep informed of activities or changes that could affect the likelihood of an emergency, response efforts, or plan implementation.
- Collaborate with local, state, and federal officials in order to prepare & analyze damage assessments following disasters or emergencies.
- Prepare plans that outline operating procedures to be used in response to disasters or emergencies, such as tornadoes, nuclear accidents, and terrorist attacks, and in recovery from these events.
- Directs the activities of the Emergency Operations Center during a disaster, emergency, exercise or other events that endanger the lives and properties of the citizens of Curry County, including acts of terrorism; maintains communication with City of Clovis and Curry County Administration; supports incident operations as requested; maintains communication and requests support from other adjacent or involved jurisdictions, including state and federal agencies; and works with non-governmental organizations to request support when needed.
- Maintains intergovernmental relationships with federal, state, city, adjoining governments, and local private organizations regarding emergency management; coordinates on a regional and state level to maintain readiness and interoperability; and serves as emergency management liaison to federal, state, city, counties, appropriate governments, and private organizations.
- Manages the emergency management grant programs for the City/County; researches available grants; coordinates with the City of Clovis Commission, Administration and Finance to ensure accountability; coordinates with grantors, federal, state and local agencies in addition to appropriate City/County departments to ensure effective application of available resources; and provides administrative oversight for budgeting and administration of emergency planning grants and other emergency management funding for the County.
- Assesses training record of City and County personnel with regard to the National Incident Management System; develops needs assessment and schedules and provides training; provides ongoing emergency management training and education as necessary to key personnel whose responsibilities require them to respond to local and regional disasters; plans, coordinates and evaluates the City/County disaster exercise schedule; and assists requesting jurisdictions with exercises or with EOC management when requested; and participates in after action reviews.
- Collaborate with local, state, and federal officials in order to prepare & analyze damage assessments following disasters or emergencies.
- Works with private sector and public safety agencies within the County to support them with training, protection, prevention, mitigation, response, and recovery for natural man-made disasters, event, and/or incident that may occur regardless of location, size and/or complexity.
- Attend meetings, conferences, and workshops related to emergency management to learn new information and to develop working relationships with other emergency management specialists.
- Maintains current and revises as necessary emergency plans; attends local, state and federal emergency management activities to obtain experience, exchange information, and improve City of Clovis and Curry County’s Emergency and Mitigation Plans; and participates in regional emergency planning with local, state, and federal agencies and departments.

- Propose alteration of emergency response procedures, based on regulatory changes, technological changes, or knowledge gained from outcomes of previous emergency situations.
- Responsible for various software platforms including Nixle, early warning systems and emergency management software.
- Participates in community education and public relations programs that involve emergency management; and develops public service messages and distributes emergency or advisory information as needed, using a variety of methods.
- Responsible for the proper administration of City of Clovis outdoor warning sirens and maintenance as needed.
- Obtain prices, bids, and quotes for the requisition of resources, etc., as needed for the Emergency Management program
- Serves as the Chair at all Clovis/Curry County Local Emergency Planning Committee (LEPC) meetings.
Requirements
Minimum Qualifications:
- Bachelor’s degree in Emergency Management, Public Administration, or a related field or an Associate’s Degree in Emergency Management, Public Administration and two (2) years’ experience in Emergency Management or closely related field.
- Strong knowledge of emergency management principles, practices, and procedures.
- Proven experience in planning, coordinating, and managing emergency management programs, preferably in a government setting.
- Strong communication and interpersonal abilities, capable of building and maintaining relationships and collaborating with diverse groups.
- Proficient in utilizing emergency management software, technology tools, and GIS mapping systems.
- Demonstrated commitment to professional development and staying current with industry trends and best practices.
Licenses and Certificates:
Equivalent or higher of a New Mexico Class “D” driver’s license.
Must meet yearly training and certification criteria to remain eligible for federal grant funding
Certification(s) in emergency management, such as New Mexico Certified Emergency Manager (NMCEM), is highly desirable.
Knowledge, Skills and Abilities:

Physical Requirements.
- Work is performed in an office, and in internal and external environments with exposure to inclement weather, and varying temperatures.
- Moderate physical demands; mostly desk work; may be exposed to hazardous materials, dangerous machinery, and potential physical harm when responding to emergencies.
- Must be able to lift & carry up to 50 pounds.
- Regular attendance is an essential function of this job to ensure continuity of services.

Working Conditions Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Clovis policies. Essential duties are predominantly performed indoors with occasional visits to outdoors
locations and exposure to all types of weather conditions. Use of safety shoes, glasses and other equipment is required.
