This position is pending reallocation to HR Technician II.
This is an INTERNAL POSTING open ONLY for North Carolina State Government and UNC System current employees and eligible RIF candidates.
The primary purpose of this position is to administer the HR Benefit Programs to include but not limited to Leave of Absence Actions, Fit for Duty Certifications, Workers’ Compensation, Family Medical Leave, and Paid Parental Leave. This position will be responsible for the following:
- Process and track applicable benefits.
- Obtain proper documentation from NC National Guard employees to support requested actions in relation to employee benefit eligibility.
- Serve as the primary Health Benefits Representative for NC National Guard.
- Administer all state and vendor benefits.
- Initiate and complete all LOA reinstatements in the HRIS Payroll System.
- Provide technical support assistance to employees relating to BEACON ESS issues as they relate to benefit changes and time entry for LOA issues.
- Adhere to state and federal laws as well as OSHR, DPS, and National Guard policies regarding HR leave and benefit programs.
Additionally, this position must:
- Be detail-oriented and able to perform in a high volume, records processing human resource office.
- Be able to keep abreast of policy and program changes and work independently with limited supervision.
- Be able to establish and maintain working relations both internal and external to the organization.
The Human Resources Office for the NCNG (North Carolina National Guard) is a multi-functional work unit responsible for all position posting and screening in NeoGov and human resources matters that apply to the state employee workforce. The Human Resources Manager and staff members work collectively to administer human resource matters for all employees regardless of employment status (probationary, permanent, or temporary).

Included in this department are Alcohol Law Enforcement, Criminal Justice Information Network, Emergency Management, Juvenile Justice and Delinquency Prevention, NC National Guard, NC Office of Recovery and Resiliency, Samarcand Training Academy, State Capitol Police, and State Highway Patrol. Also included are these Boards and Commissions: ABC Commission, Governor’s Crime Commission, Private Protective Services Commission, and Boxing & Combat Sports Commission. DPS is comprised of approximately 6,000 permanent positions and nearly 13,000 NC National Guard temporary positions.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
- Extensive knowledge of state benefits and personnel policy.

- Experience administering a variety of employee benefits, including health insurance programs and knowledge of payroll processes.

Minimum Education and Experience Requirements

Associate’s degree, typically in Human Resources or relevant field from an appropriately accredited institution and 1 year of experience required;
OR
2 years of progressive experience in Human Resources;

An equivalent combination or education and experience.
