Job Description
The Massachusetts Department of Public Health (DPH) seeks an experienced professional to serve as our Laboratory Client Services Clerk within the Bureau of Infectious Disease and Laboratory Sciences. This role is a part of the Central Laboratory Support Services Division, and is responsible for clerical support activities including order entry, records scanning and archival, and billing duties for payer claims for testing services performed at the State Public Health Laboratory.

Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Perform order entry of patient, demographic, and billing information from specimen submission forms into the Laboratory Information Management System (LIMS) for testing labs as assigned.
- Reconcile missing or illegible information on specimen submission forms by contacting submitters and documenting communication and any changes on submission forms and relevant logs.
- Preserve confidential, protected health and personally identifiable information and files.
- Review and analyze data, maintain, and update spreadsheets, databases and systems and resolve discrepancies.
- Process submission forms, completed test reports and other records for archival.
- Provide internal and external customers with professional customer service including responding to and following up on inquiries.
- Process payments and related paperwork for medical billing of payer claims (tertiary) for services provided by the State Public Health Laboratory
- Work independently and as a team member
- Maintain compliance with state and federal rules and regulations and MA SPHL standard operating procedures.
- Participate in internal monthly staff meetings and program-specific meetings.
- Assist with coordinating repair/maintenance of section office equipment with internal staff and vendors.
Required Qualifications:
- Ability to read, write and understand the English language including use proper grammar, punctuation, and spelling.
- Capacity to follow and give written and verbal instructions in a precise, understandable manner.
- Able to determine the proper format and procedure for assembling items of information.
- Means to type 35 mailable words per minute.
- Skilled to perform arithmetical computations with speed and accuracy (addition, subtraction, multiplication, and division).
- Talent to work accurately with names, numbers, codes and/or symbols.
- Ability to communicate effectively in oral expression.
- Ability to interact in a professional manner with internal and external customers.
Preferred Qualifications:
- Knowledge and understanding of the procedures, guidelines, policies and laws governing assigned unit activities.
- Awareness of the proper procedures for receipt and placing agency telephone calls and documentation.
- Comprehension of the concepts of microbiology, immunology, and molecular biology and its application of laboratory techniques. These include knowledge of basic microbial culture techniques, biochemical tests, serology, sequencing, and nucleic acid-based detection assays.
- Demonstrated knowledge and application of quality assurance practices including regulatory requirements and the principles of daily operations for clinical laboratories.
- Power to communicate verbally effectively and professionally and in writing and prepare fiscal, workload, quality assurance, technical and general reports concise technical documents.
- Able to follow work instructions and either work independently or in a team environment.
- Knowledge of laboratory certifications and accreditations to ensure adherence to certification and accreditation requirements to meet regulatory requirements.
- Knowledge of HIPAA regulatory requirements.
- Skilled to use a computer to conduct research, manage databases, and produce written documents.
- Ability to give oral and written instructions and presentations in a precise and understandable manner.
- Ability to read, review and recommend updates to written standard operating procedures.
- Potential to investigate non-conforming events and provide reports to management, such as delays in turnaround time.
About the Bureau of Infectious Disease and Laboratory Sciences (BIDLS):
The DPH Bureau of Infectious Disease and Laboratory Sciences (BIDLS), predominantly located in Jamaica Plain, provides public health response to infectious disease. These services include programmatic and epidemiologic response, as well as laboratory testing through the State Public Health Laboratory (SPHL).
Infectious disease response services address concerns of the general public as well as those disproportionately affected by infectious disease through a variety of risk factors. BIDLS administers ongoing disease reporting for over 90 reportable diseases in the state. Disease reporting review and follow-up with clinical providers and local boards of health is a central function of the bureau. Surveillance activity is complemented by an extensive contracted service system. These services are funded through state and federal resources and include prevention education, community outreach screening for infectious disease, immunization services, health service navigation, medical case management, insurance enrollment, housing assistance, and referral and linkage to infectious disease treatment.
The SPHL provides scientific expertise and capacity to identify infectious agents, chemical agents, and other toxins that cause human disease. The SPHL is an active partner in joint activities with other bureaus/agencies such as environmental health, food and drug, agriculture, disease prevention and health promotion programs, and public safety. The SPHL is a reference laboratory of the national Laboratory Response Network (LRN) and is a U.S. Centers for Disease Control and Prevention (CDC) Select Agent laboratory. SPHL staff work closely with laboratory and disease prevention programs at the CDC, and partners with the U.S. Department of Homeland Security (DHS).

Qualifications

Applicants must have at least (A) two years of full-time, or equivalent part-time, experience in office work, or (B) an equivalent combination of the required experience and the substitutions below:
I. A diploma as evidence of graduation from the commercial or business course of a recognized high school or vocational/technical high school may be substituted for a maximum of one year of the required experience. *
II. A diploma as evidence of graduation from a course other than the commercial or business course of a recognized high school or vocational/technical high school or possession of a Massachusetts high school equivalency certificate may be substituted for a maximum of eight months of the required experience. *
