Role Overview

Salado Isolation Mining Contractors (SIMCO) seeks an experienced and highly skilled professional to serve as a Public Affairs lead for the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico.

The successful candidate will have diverse public affairs experience throughout New Mexico and Southwestern U.S. with particular skillsets and proven track record in proactive public outreach, civic engagement, and issues management gained by working in complex, highly-visibly environments or large-scale projects with perceived risks. This position will work with project leadership, state and national stakeholders, and advocacy groups to maintain and build awareness and positive engagement in matters related to WIPP’s continued success.

Essential Job Duties:

Public Affairs:

  • Develops and implements with the team a public affairs strategy that engages New Mexico, regional, and national stakeholders through ongoing proactive efforts such as public forums, public education campaigns, briefings, and visits to the WIPP site.
  • Develops and guides strategy to measure public awareness of WIPP operations; and leads public education campaigns to effectively communicate about WIPP and its activities.
  • Proactively identifies and follows through on stakeholder engagement opportunities to share accurate, informative, and timely mission progress and garner stakeholder feedback.
  • Proactively identifies industry events, trade shows, professional societies and other speaking opportunities to share the WIPP mission, vision, and values, and provides counsel to employees and senior management in preparing for events and advises on strategy and best practices.
  • Identifies opportunities for stakeholder visits and tours to build awareness and education about the WIPP mission and operations.

Issues Management:

  • Collaborates with senior management, SIMCO corporate entities, and the DOE Carlsbad Field Office to identify potential issues, develop mitigation strategies and implement those strategies with external audiences.
  • Manages and executes specific proactive public affairs issues management activities. This includes researching and analyzing complex issues, being familiar with project scope, knowing customer requirements, and having a thorough understanding of technical, legal, and other challenges to achieve successful outcomes of large-scale, highly complex projects.

Emergency response Communications:

  • Participates in emergency response public communications program to employees and the public.

Additional Activities:

  • As needed, assists in public speech writing, internal and external progress stories, press releases, presentation development, brochure and fact sheet content.
  • As needed, assists in complex special activities and projects, as assigned, such as but not limited to all-hands meetings and workforce events, rolling out major communications initiatives, participating in site tours by VIPs, organizing video/photo shoots, and digital media campaigns.

Position Expectations:

  • Ability to develop solutions to problems where guidelines are not well defined.
  • ability to develop and implement strategic communications plans and measure results demonstrating value add to organization.
  • Ability to travel within U.S., and work remotely when necessary.
  • Ability to walk on construction and/or mining sites (including some areas of uneven terrain) for extended periods of time.
  • Ability to wear personal protective equipment in construction and/or mining zone, to include but not limited to, hardhat, safety glasses, reflective vest, and steel-toed shoes.
  • Available during non-work hours for on-call and emergency situations.

Exempt Grade Level (32-34)

Minimum Qualifications:

  • Bachelor’s degree from an accredited university with at least ten (10) years of working experience
  • or Associate’s degree with fourteen (14) years of working experience,
  • or High School Diploma or Equivalency plus eighteen (18) years of working experience is required.
  • Experience must include some roles or/duties working with New Mexico and Southwestern U.S. stakeholders.
  • Experience must also include some roles/duties that include project management including managing an informal or formal team, assigning and tracking tasks, coordinating with customers or other entities, and delivering results or experience in external communications, and executive support experience in public affairs issues, civic engagement, and public information efforts or identifying and developing integrated communications campaigns that include public outreach, stakeholder involvement, and digital communications.

Higher education attainment than listed acceptable per internal level identifiers of accompanying years of experience.

Must be at least 18 years of age; U.S. citizenship is required except in limited circumstances. See DOE Order 472.2 for additional information.

Preferred Qualifications

  • Proficient user of the Microsoft Office suite of products.
  • Knowledge of nuclear, security, environmental, energy services industry, and/or experience working in a matrixed organization or government project environment.

Relocation assistance available for this position if relocating more than 50 miles from current point of origin.

Starting salary $108,000 per year *

*Base salary will be dependent upon candidate’s background (i.e. education and experience)
