Plains All American is an industry-leading transportation and midstream provider specializing in transportation, storage, processing and marketing solutions for crude oil and natural gas liquids (NGLs). Position Summary:
Provide legal support to the operations and compliance activities of this midstream energy company. Provide advice and counsel on safety, environmental, and economic regulations promulgated by federal, state, and local agencies, such as: PHMSA, OSHA, FERC, TRRC, and CPUC.
Responsibilities:
Regulatory. Work collaboratively with internal clients in connection with the following: identify and address regulatory concerns; respond to agency inspection findings, production requests, and FOIA requests; reply to alleged regulatory violations and participate in administrative proceedings.
Emergency Response. Participate in large-scale emergency response drills and support operations in responding to emergency incidents.
Government Affairs. Provide legal support for internal clients and industry groups engaged in the legislative process; assess the potential impact of proposed legislation and file comments or amicus briefs to protect the company’s interests.
Compliance. Assist with the implementation of the corporate compliance program. Support internal clients working to identify and mitigate risk through the implementation of policies, systems, processes, and procedures.
Commercial. Provide legal advice regarding pipeline tariff filings and disputes; advise on regulatory issues in complex commercial transactions.
Job Requirements:
Licensed to practice law in Texas
Minimum three years of experience (well reputed law firm or in-house)
Stable work history
Skills & Abilities:
Excellent academic credentials
Excellent communication skills with ability to succinctly distill complex legal ideas to non-legal audience
Detail-oriented and results-focused
Excellent interpersonal skills with ability to work well with executive management
Initiative and follow-through
Regulatory and midstream experience preferred
