- Directly supervises attorney and paralegal employees delivering quality legal support services in all topics affecting the daily operations of the installation.
- Supervises division personnel and ensures compliance with federal, Dept. of Defense (DOD), and installation policies, procedures, and reporting requirements.
- Performs the full range of personnel duties, to include developing job structure that will provide for efficient operation of the office.
- Assigns work to employees based on their availability, capability, and qualifications. Sets performance standards and reviews completed work for compliance with law, regulation, and policy.
- Determines the need for and provides training to subordinate personnel to ensure effective and efficient performance of duties.
- Serves as the Deputy Staff Judge Advocate (DSJA) during periods when the DSJA is deployed or otherwise away from the office for significant amounts of time.
- Responsible for effective work assignments within the organization and achievement of a balanced and fully productive workload for all subordinate positions.
- Responsible for administrative oversight of all command-level investigations on the installation.
- Serves as the primary ethics advisor to the CCOE Commander and his staff, the Cyber and Signal School Commandants, and the Garrison Commander. Advises counsel for the defense of all federal litigation filed against the installation.
- Responsible for initiating, recommending, and executing the Secretary of the Army’s standards of conduct program under the authority delegated from the Designated Agency Ethics Official (Army General Counsel).
- Provides legal advice and conducts legal reviews for all Freedom of Information and Privacy Act requests that are received by the installation, to include the CCOE, Directorates, and tenant organizations.
- Reviews and advises on contract and procurement matters to the installation Commander and staff, school Commandants, tenant and subordinate commanders, and all installation directorates/agencies.
- Serves as point of contact for contractor-labor activities affecting government contracts.
- Reviews, research, and provides legal interpretation of a wide range of federal environmental statutes and their implementing regulations, executive orders, and agency directives.
- Advises and represents the Command and all tenant activities on matters involving environmental law issues.

Qualification Requirements: The following minimum qualification requirements must be met before applicants are eligible for further consideration:Education Requirements: Position requires the possession of the first professional law degree (LL.B. or J.D.) AND a member in good standing with the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Applicants for initial appointment into attorney positions within the Department of Army must be graduates of law schools accredited by the American Bar Association at the time of the applicant’s graduation. As indicated below, a law school transcript must be submitted with your application materials.Bar Membership: Applicants must currently be a member in good standing (as defined by the pertinent bar) of the bar of the highest court of a State, U.S. territory, the District of Columbia, or Commonwealth of Puerto Rico. As noted below, proof of such membership and good standing must be submitted with your application materials.Experience: In addition to the requirements above, applicants for the GS-14 or equivalent Attorney positions must also possess 3 years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.Time in Grade: The Qualifying Authorities (QA’s) will make a determination as to the applicability of time in grade based on the requirements of the position.
