The Department of Public Health (DPH) licenses all doctors, nurses, and health aids in the state of Massachusetts. DPH’s IT group leads dozens of projects annually. The group leverages data driven insights to shed light on important public health issues such as the opioid epidemic and disease prevention and supports Programs such as Women, Infants & Children Nutrition Program (WIC).
About the Role:
EOHHS is seeking to hire a System Application Lead to join the Department of Public Health (DPH) for the IT Digital Transformation Office (DTO). The System Application Lead will be responsible for managing multiple IT applications that support the Department of Public Health and the Massachusetts Registry of Vital Records (RVRS). The incumbent will work closely with RVRS staff and EOHHS IT leadership to identify, develop, and drive short-term and long-term application strategies. The System Application Lead will supervise and monitor the operational and project activities of project managers, external providers, and internal IT support staff.
The primary work location for the role will be at 150 Mt. Vernon Street, Boston, Massachusetts 02125. The work schedule for this position is Monday through Friday, 8:30 AM – 4:30 PM EST. Occasional travel to other DPH sites in Boston may be required.
This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.
Duties and Responsibilities:
- Ensure that the Massachusetts Registry of Vital Records (RVRS) applications are maintained, modified, and support in accordance with EHS IT policies and procedures
- Work closely with business RVRS staff and EOHHS information technology leadership to proactively identify, develop, and drive short-term and long-term application strategies
- Manage application upgrades and migration activities, business requirements, deadlines, and business and IT objectives
- Ensure that production and project support services meet the business applications support level agreement objectives
- Provide direct project management and project oversight managed by additional PMs as required
- Assist with Master Agreements (MA), Requests for Response (RFR), and procurements to support the business program
- Assist in the development and implementation of the DPH IT Governance, Communication, and Continuous Service improvement strategies which require participation in ongoing Information Technology Roadmap workshops
- Conduct, review, and approve performance appraisals for, provide training to, and mentor members of the application
- Provide expertise and guidance in all business, application, and IT related matters
- Understand the specific IT goals and needs, budgets, and interests of the business bureau/program and how they relate to their application portfolio
- Advise application issue resolutions through review of error messages and appropriate open source tools
- Monitor and navigate large log files as well as edit, copy, and provide logs and other files
- Perform server administration and management activities including monitoring, checking and configuring settings, and configuring ear files
- Configure accounts through adding new users and providing remote login privileges
- Document support policies, processes, and procedures; create and maintain written procedure manuals
- Create technical and non-technical documentation as an information resource to business users and other technical teams
- Adhere to all EOHHS, project management, security, quality assurance, change management, and release management practices, policies, standards, and procedures
Preferred Knowledge, Skills, and Abilities:
- Three (3) years of experience in application management
- Proven knowledge and experience with Windows server maintenance, including knowledge of Windows job scheduler and applying security patches
- Strong understanding of testing methodologies for functional, systems, integration, performance, and user acceptance
- Demonstrated knowledge and experience with Linux commands and shell scripting; ability to use Putty, VI, or similar tools
- Hands-on experience with Weblogic or Wildfly application server management
- Knowledge of PGP encryption
- Ability to test webservices using SOAP UI or similar tools as well as an understanding of XMLGateways
- Familiarity with database management and SQL
- Ability to drive complex system projects and transition businesses to new application systems
- Methodical and able to follow documented procedures and instructions
- Ability to keep meticulous and consistent documentation of processes, architecture, and solutions
- Excellent problem-solving and analytical skills with the ability to independently analyze reported issues, document, and recommend solutions
- Excellent leadership skills including the ability to foster a collaborative, professional, and respectful work environment
- Ability to work collaboratively with technical and non-technical staff as well as upper management
- Excellent communication and writing skills with the with the ability to clearly communicate concepts to various project stakeholders including IT leadership, business customers, team members, and other IT colleagues
Education and Certifications:
- Bachelor’s Degree in Computer Science, Information Technology, Business Administration, or other related field, or equivalent work experience
